Well - you can fly a cruiser reasonably effectively within a month. Hell, combat characters can use T2 small guns within 20 minutes ;)
If you want to be proficent with a cruiser/battlecruiser/battleship in a short time, then, of course, it's not going to happen.
A lot of time is spent doing the support skills, anyway, so when you do get to fly one ship type really well, flying the larger ship types requires much less of a time investment. Mainly larger T2 guns and getting cruiser / BC / BS to IV and preferably V.
After about four and something months of playing, the only ship I can really fly to nearly top effect (did wander around and explore a bit, though, else I'd be here sooner) is a Rifter. It's a very scary Rifter, though

8) The Security Status Joke: As was mentioned above, remove the ability to gain security in 0.0 to make pirates actually have to face their opponents in order to gain security status.
Er, you propose pirates should increase their sec status how?

9) Split the Servers: You're at the bleeding edge of technology, so let the players split up and give us a chance at space again. Either this, or form a Sherman Anti-Trust Act to deal with players/corps/alliances that control too much of the game, such as controlling up to 3 regions max or something.
You know, the thing that makes EvE great is that there's one persistent world, and whatever you do, influences everyone else. Loosing that because you got in too late to set up a monopoly in 0.0 is very 'meh'. Fight out your piece of space, don't ask CCP to give you one...

7: dps stacking penalty for multible attackers (to stop focus firing)
This is the silliest idea ever. What do you have against focus fire? It's the sensible thing to do. Unless you want a 100vs100 battle to degenerate into a hundred of 1vs1 battles. Do you think it really makes sense that a fleet fight is a lot of 1vs1s, just happening at the same place?
By the way, yes you can do research in empire. It just takes longer, but it's doable. Just put things in queue.
Anyway, as for mine: 1) Client stutter - appears to be overview related in some way. 2) Overview bugs in general + inability to sort things on overview by (primary column + secondary column) instead of just one criterion. 3) Not being able to see missile/drone stats via show info after skills. 4)Bounty system is broke. 5)NOS still being the I-win module, without taking into acount signature/tracking/speed, unlike any other weapon system. 6)Solo combat between anything larger then frigs being mostly a exercise in cap menagement, with tank>>gank in so many ways 7)Low sec needs better rewards, especially for miners, and slightly for ratters & mission runners. 8)Lack of indicators what effect are hitting my ship (like, being warp scrambled, so on and on). 9)Logon-logoff mechanics enabling, essentially, meta-gaming. 10)Macros and sweatshop workers, and the inability to engage them.
